Fourth, Russia is wary of the true intentions of NATO to invite Moscow to participate in the European missile defense system
As we approach the presidential election in the United States and Russia in 2012, increase in the possibility of change in Russian-American relations is expected. Russian President Dmitry Medvedev and Prime Minister Vladimir Putin has repeatedly stated that in case of failure of talks on a European missile defense system between Russia and the United States and NATO, Moscow will take a number of appropriate responses, including deploy of the strategic offensive nuclear weapons.
Barack Obama stated that he would work with various political figures and leaders of countries with which cooperation was necessary for achievement of America's foreign policy objectives. McCain said: "Rather than tolerate Russian nuclear and cyber blackmail, Western countries should make clear that the solidarity of NATO from the Baltic to the Black Sea is unwavering and that the doors of the organization are open to all democracies committed to the defense of freedom. We also need to expand the program to support freedom and the rule of law in Russia and to focus on the fact that a real partnership is still possible for Moscow, if it wishes so, but on condition that it will become a responsible factor in international relations, as well as within the country”.
A bilateral treaty between the Russian Federation and the United States of America on Measures for the Further Reduction and Limitation of Strategic Offensive Arms entered into force on February 5, 2011. This agreement shall remain in force for 10 years.
Russian-American relations in the foreseeable future will occupy one of the priorities of Russian foreign policy. This is due not only to the issues of bilateral cooperation in economic (trade, investment and technology acquisition) and military (maintenance of mutual nuclear defense systems) fields, but also due to U.S.’s desire to act as the "sole superpower" giving the system of international relations a unipolar nature and playing a dominant role in any global and regional issues. The United States occupies the dominant position in key international financial and economic institutions - the "Big Seven", the Organization for Economic Cooperation and Development, the International Monetary Fund, the World Bank, the World Trade Organization. America has no geopolitical rival of the equal strength.
Serious differences arose between Russia and the United States in three main groups of problems.
The first unit is represented by the economic problems.
The second set of contradictions appears in regional issues and especially in the expansion of NATO.
The third block of differences is represented by the problems of weapon control.
Conclusion
Analysis of the materials used in this work showed that at the turn of the XX - XXI centuries there appear quite ambiguous and often contradictory phenomena and processes in international relations, among which there are three main trends: globalization, integration and regionalization.
As for the legal framework, the Russian-American relations have been analyzed and compared. The analysis of these relations and the framework defining them confirms that the relationship between Russia and the United States entered the stage of partnership based on mutual benefit and recognition of the national interests of each other. Relations have shifted from the central role of the strategic balance of forces to the economic interests and business contacts. However, to date there is no complete satisfaction with the current state of our relations. Russia and the United States are no longer enemies, but they are not allies either. Relationship problems exist both at the international and regional levels. Relations between the countries basically remain intergovernmental, instead of being the relationship between entrepreneurs and ordinary people.
Thus, we can say that Russian-American relations in a relatively short period of time - fifteen years - have gone through complicated evolution thanks to the goodwill and willingness of both countries to cooperate for mutual frustration. While the U.S. and Russia have failed to establish a system of interrelated economic and political interests, they contributed to the removal of the existing problems in bilateral relations.
Analysis of international and foreign economic cooperation between Russia and its Far East with the U.S. at the turn of the century allows us to formulate some conclusions about the progress, results and prospects of collaboration:
- The potential of cooperation of the Far East and the U.S. despite the obvious progress in comparison with the previous decades was not implemented in full.
- Activation of regional contacts did not lead to the expansion of trade and economic and investment cooperation. The volume of trade decreased 3 times compared with 1995 and the volume of investment cooperation has decreased 10 times.
- The impetus for the development and strengthening of regional relations between Russia and the U.S. in the early 90s was the increase in the number of actors involved in the cooperation.
- The stabilizer of the regional relations between Russia and the United States in the Far East is now the American humanitarian presence, but their future development is possible only when the productive economic cooperation exists.
- The desire to prevent terrorist attacks in the United States has led to a tightening of visa barriers that blocked the initiative of the Presidents of the Russian Federation and the United States to expand contacts of the people.
- The future of Russian-American cooperation in the Far East is largely dependent on the expansion of trade and economic, investment and technological ties.
