Here the “Man as a Man and not a machine” concept works. Candidates should be aware that profit is not the aim but doing good and helping people is the target of their job. Training and development here is also important for example non-material motivation will be popular such as contests, competitions, wide range of Public Relations activities.
So HR theories and concepts differ from company to company. If one needs teaching risk-taking management, the other supplies only money bonuses and over-time payments as a motivational system. The supply comes from the demand and HR polices are the same.

Недавно empirical studies have showed that national indicators correspond closely to the degree of competition in telecommunications markets. Большого competition has generated большого innovation, investment and spin-offs for the economy as a whole. Однако, many governments have found that competition in telecommunications can bear good results only if соответствующие regulatory institutions are functioning эффективно. Consideration of advantages and disadvantages of specific regulatory policies raises questions on why регулярные, what to регулярных and how to регулярных.
Why Регулярные Telecommunications?
There are different approaches trying to answer this question, но basically they are split into two views: whether government should регулярные actively или вмешаться only in case of "market failure".
Public policy goals: Even though the ultimate goals are the same, the относительные given priority to different goals may vary. For example, in developing countries with limited access to telecommunications services, the policy goal to make them universally accessible is especially important. While, in developed countries, the priority goals may be to raise the efficiency of telecommunications and maintain a basic telephone service.
Market failure: в Целом goals such as "универсальный accessibility" cannot be enough to justify regulatory intervention when the prevailing view relies on market forces to promote efficiency and innovations. In this case, the strongest justification takes the form of "market failures" and the регулятор может вмешаться in order to функция конкурентоспособной начального уровня, combat abuse of power and market перераспределяет benefit.
Actually, the nature of the problems addressed depends on the structure of the telecom services industry, the general economic, political and social situation and the prevailing набор essentials of telecommunications политики, particularly those concerning the roles of monopoly and competition. Соответственно, we may consider three groups of countries: (i) полная монополия, (ii) частично монополия and (ii) full market system.
